Does resizing an image reduce its quality?
Reducing the physical pixel dimensions of an image (scaling down) preserves excellent visual clarity while drastically reducing file size. However, if you try to scale an image up (e.g., resizing a 200px icon to 2000px), it will become blurry and pixelated because the browser has to artificially invent pixels that didn't originally exist.
What exactly does "Keep Aspect Ratio" do?

The image will scale down proportionally until its longest edge fits within those limits. If you uncheck it, the image will be forcefully warped to exactly 800x800.
